Up to now, 26Central enterprises have already issued CSR reports. Since SASAC issued ¡°Guidance on the Central Enterprises¡¯ Social Responsibility ", the central enterprises¡¯ sense of social responsibility has been continuously strengthened, and the effect has been further manifested.
The Deputy of Research Department of SASAC, Mr. Peng Huagang said at the interview of China Securities Newspaper on the 13th that the implementation of CSR needs fund, but from the practice of central enterprises, it will not affect business performance. In contrast, CSR enhances the competitiveness of enterprises. SASAC will further improve the management system of central enterprises¡¯ CSR, guide enterprises to use their advantages to create more value for society, and encourage more central enterprises to published CSR reports to accept the supervision of the public. ¡¡
Social Responsibility in Many Aspects
About the question on central enterprises¡¯ implementation of social responsibility, Mr. Peng pointed out that central enterprises play an important role in fulfilling national macro-control policies, in guaranteeing market supply, in implementing major national development strategies. ¡¡¡¡
Central enterprises implement the CPC Central Committee and State Council¡¯s strategic plan, vigorously promote energy-saving emission reduction, and achieve apositive results.
The central enterprises actively participate in teaching assistants, charitable contributions and other social welfare activities, playing an exemplary role. Facing national natural disasters and crisis, central enterprises have played a backbone role.¡¡
About the question on central enterprises¡¯ effort on CSR, Mr Peng said that CSR report is just one aspect of corporate¡¯ implementation of social responsibility. After issuing the "guidance", the central enterprises have carried out a series of exploration and practice, including establishing working system, implementing work responsibilities, combining production and management, preparing reports, strengthening communication with the community, and enforcing international exchanges and expanding the international influence.
In the future, SASAC will encourage and promote enterprises to fulfill their social responsibilities, and guide enterprises to establish a sense of social responsibility by improving the business management system of social responsibility, guiding enterprises to use their own advantages for the community to create more value, and encouraging more central enterprises to release CSR report and to accept public supervision.
290 Listed Companies Released CSR Report Last Year
In 2008, there were 290 listed companies released the CSR report , including ¡°Sustainable Development Report¡± and ¡°Enterprise Citizen Report¡±.
The deputy director of China¡¯s Security Index, Co.Ltd, Liu Zhong, said on the Listed Companies¡¯ CSR Seminar that China¡¯s Security Index Co. will release the method guideline of Social Responsibility Index and first sample name, and they will issue this Index in July.

This seminar, held by Shanghai Stock Exchange, aimed to guide listed companies to actively take social responsibility and to release the relative information about CSR. The experts expressed that the spreading global financial crisis told us that pure profit-pursuit without social responsibility could not be took, and China¡¯s capital market should emphasize the companies¡¯ social responsibilities.
Mr. Liu Zhong hopes that the production of social responsibility index could encourage and strengthen listed companies¡¯ active and positive social responsibilities.
The director of research center in Shanghai Stock Exchange, Mr. Hu Ruyin, pointed that CSR plays an important role in rising enterprises¡¯ value. He said that the aim of enterprises is not to pursue maximum profit but to need social demand. With the development of China¡¯s economy and society transform, CSR will play more important role in enterprises¡¯ value.
