Building a resources-saving and environment-friendly society will be China's new target for development, according to a proposal of the Communist Party of China (CPC). Developing recycling economy is the major road to such a society and sustainable development, says the proposal of the CPC Central Committee for forming the 2006-2010 national program for national economic and social development, which was released here Tuesday. The 16th CPC Central Committee approved the document at its 5th plenary session, which concluded a week ago. The proposal tresses the principle of putting equal importance on resources exploration and conservation, with priority given to conservation, calling for intensified efforts for comprehensive utilization and better recycling of resources, and encouraging the development of new economic pillars featuring low costs, waste, emission and high efficiency. It urges industrial producers to phase out outdated techniques and products, and welcomes prices and tax policies in favor of the endeavor. The document suggests experiments of recycling economy be conducted in metallurgical, construction material, chemical and power industries as well as industry parks and some cities to explore effective modes. It also encourages the production of water-saving devices and environment friendly vehicles and the building of energy- and land-saving structures.
