The Chinese Ministry of Science and Technology recently imposed a ban on embezzling scientific research fee, as the phenomenon of embezzling research fee for releasing bonus for personnel was widely existed. The Ministry stipulated a regulation on strengthening management and supervision on national science and technology fee, prohibiting research institutes to obtain research fee by working out fake budget and prohibiting research units to release bonus for personnel by embezzling research fee. Research institutes, which violate the regulation, will be told to correct mistakes in certain time limit, or be suspended the research fee allocation and be criticized publicly according to the severity. The heads of the research units will be ascertained disciplinary or legal responsibilities according to the severity. Accountant agency will be invited to supervise the expense of research fee in the future, so as to ensure the effectiveness and the rationality of the use of the national scientific research fee, the official said. |
