Seattle officials say the city's two-month-old recycling ordinance is working. The ordinance prohibits businesses from placing recyclable materials in garbage containers. Businesses found to be violating the ordinance by placing 10 percent or more recyclable materials in their garbage, will be warned twice with warning tags before facing $50 fines. They said in January and February, "more than 90 percent of apartments and businesses inspected recycled correctly." Only 487 warning tags were issued, and no business or apartment complex has received two notices. "Seattle is 'green' and our recycling rates show it," said Mayor Greg Nickels, in a statement.
