Recently, the National Development and Reform Commission (NDRC) and the National Energy Administration have issued the Revolutionary Energy Technology Innovation Action Plan (2016-2030) (hereinafter refers to Action Plan) and the Key Innovation Action Roadmap of Energy Technology Revolution (hereinafter refers to Roadmap) within the system. The Action Plan is consist of 15 innovation tasks and the Roadmap makes sure the specific innovation goals, action measures and strategic direction. The 15 key innovative tasks includes clean coal utilization technology innovation, advanced nuclear technology innovation, hydrogen and fuel cell technology, advanced energy storage technology innovation, energy Internet technology innovation, etc. Action plan makes it clear that our energy technology revolution should be finished by "two-steps" overall goals: first, by the end of 2020, energy technology innovation system should be preliminary formed; by the end of 2030, the energy industry should be a world power.
