Longgang, a small town in Zhejiang Province has to finish the transformation from a small town to a big city before 2017 in less than a year’s time. Longgang is known as the "the first town for Chinese farmers in history "and has been a pilot town for many times in the process of China’s reform and urbanization. Now once again, Longgang undertakes the taskto break the contradiction between resources allocation and management system of the city.
