On 12th, Nov., State Council published Sustainable Development Plan of Resource-dependent Cities (2013-2020), which is China’s first national special plan on resource-dependent cities’ sustainable development and is of great importance to China’s sustainable development. The plan is significant in securing national energy and resources, transforming economic development pattern, promoting the new road towards industrialization and urbanization and constructing resource-conserving and environment-friendly society. Focusing on the main idea of speeding up the transformation of economic development pattern, the plan identifies general target of promoting sustainable development and provides 5 key missions including orderly and comprehensively exploiting and utilizing resources; genuinely ensuring and improving people's wellbeing; building a diversified industrial system; strengthening environment management and ecology protection; enhancing the construction of supporting and securing capabilities.
