During the 12th Five-year Plan, the state issued the plan of reducing total pollutant emissions of nitrogen oxides by 13.9% the Implement Plan Of Vehicle Total Emissions Of Nitrogen Oxides In Hebei Province clearly defines that Hebei province will complete the target of reducing the vehicle nitrogen oxide emissions by 10% by the end of 2015 and decides to clean out all “yellow label cars”----cars with heavy pollution and implement oil replacing plan to ensure the goal reached on time.
The introduction of Plan has greatly promoted the process of controlling vehicle exhaust. Supported by departments of environmental protection, police and traffic, Chengde City establishes the investigating mechanism for vehicles with heavy pollution and carries out special operation of exhaust emission reduction. In addition, old vehicles enforcing cleaning system should be implemented and effective management and monitoring of operation vehicles enforcing scraping should be enhanced.
In vehicle exhaust pollution, yellow label cars hold largest pollution emission. Thus, Hebei Province decided to clean up all yellow label cars by the end of the 12th Five Plan.
