According to relevant parties in NDRC,  since the deepening of economic system reform, a number of key areas have achieved substantive progress. Among them, the small water management system advances stably. In the newly released Opinions on Deepening Economic System Reofrm Priorities in 2013, it is expected that byn 2020 to basically reverse the impert small water management mechanism, and to establish the mechanism for small water projects based on the country situation, water condition and the requirements of rural and social development.
