Odd-even license plate rule to be implemented in heavy-pollution days and congestion charge plan under formulation

As The Airborne Pollution Prevention and Control Action Plan was unveiled on September 10th, Beijing municipal government also officially launched the Beijing 2013-2017 Clean Air Action Plan. The plan points out that more emergency measures will be implemented on continuing heavy pollution , including the odd-even license plate rule, enforcing emission reduction in important polluters, shutting down earthwork construction and outdoor construction, primary and middle school suspending classes, practical weather intervention, etc. Besides, the congestion charge plan is under formulation.
