Looking Ahead to the “13th Five-Year Plan”: International Workshop on China Coal Cap Strategy

At the end of 2015, the “12th five-year plan” is coming to an end while the “13th five-year plan” is a hot topic in various industries. It has become the consensus in the industry to continuously cap the total coal consumption. Under the background, the International Workshop on China Coal Cap Strategy was held in Beijing on November 4, 2015, with the sponsorship from the “China Coal Consumption Cap Plan and Policy Research Project” and China Energy Conservation Association (CECA), and the co-organization of Children’s Investment fund Foundation (UK) (CIFF), Energy Foundation China (EFC), World Wildlife Fund (WWF), and Natural Resources Defense Council (NRDC). Representatives from governments, industries and academic institutions, including National Development and Reform Commission, National Center for Climate Change Strategy and International Cooperation, International Cooperation Center of Danish Energy Agency, International Sustainable Development Center, Chinese Academy for Environmental Planning, Chinese Academy of Social Sciences, Tsinghua University and Renmin University of China, carried out in-depth explorations on the international coal cap experience, coal cap strategy in the period of 13th five-year plan, coal cap planning and safeguard measures in the key industries as well as red line restriction and local planning of coal consumption cap.
