The planning and construction of smart cities have always been hot issues from a simple concept to real practice, and risk assessment to monitoring and tracking the whole process. Globally, the construction of smart cities is much decentralized. Smart cities like Dubuque, Incheon, Galway Bay, and Copenhagen, are exploring the development path of smart cities. Since 2009, IBM has held 22 consecutive symposiums on Smart City, which pointed out the concept of “smart city” and triggered china’s cities active exploration for “smart city”. Due to the difference in construction background and exploring path, domestic cities have got different experience and lessons from foreign cities.
