The final Report on the Smart Car Ownership and Usage Strategy in Chengdu has been completed. The report analyzes the current challenges with motorization in Chengdu. Drawing on experiences from domestic and international cities like Beijing, Shanghai, Guangzhou, Tokyo, Singapore, Hong Kong, London and New York, the report provides stepwise recommendations on progressive transport demand management (TDM) policies to be deployed in Chengdu. The recommendations cover car ownership control, parking management (incl. increasing parking fees) and other fiscal alternatives to rein in car ownership and usage (such as proof of parking). On November 8, 2013 in Chengdu, the team hosted an expert consulting meeting which brought together experts from Chengdu Development and Reform Commission (DRC), Transport Committee, Traffic Administration Bureau, Southwest Jiaotong University, and Chengdu Transport Development and Research Institute. As recommended by the experts, , the research team will conduct in-depth analysis building on the report’s initial findings to deal with the city’s most pressing challenges on air quality and car ownership control.
