State-owned enterprises (SOE) are now facing transformation and moving towards a greener direction, just as other enterprises. Many stakeholders hope SOE can cooperate with private and foreign enterprises during the green transformation. Mr. Li Jin, Vice President of China Enterprise Reform and Development Society (CERDS), believed that energy conservation and environmental protection could seek a new business model combining brand and technology advantages of central enterprises with the vitality of private enterprises, thus forming a complete and mature industrial chain to promote transformation and upgrading. Mr. Zhang Chao, Vice President of China Energy Conservation and Environmental Protection Group, also stated that energy conservation and environmental protection should mobilize SOEs, private enterprises and foreign ones to invest while being led by SOEs.
