Article 35 of the Overall Scheme of Ecological Civilization Structural Reform asked to improve pollutants discharge permit system, meaning that to company pollutants discharge permit system in China would cover all the stationary pollution sources and companies could only discharge with permits. Meanwhile, Article 54 wrote specifically that “regulations and laws of pollutants discharge permit should be completed”, which will be an innovative institutional reform of environmental management and is of great importance to management integration, regulation by law and reaching environmental quality standards.
