The “13th five-year plan” defines the green development of circular economy as the only way to new urbanization

During the first four years of the “12th five-year plan” period, China's resource output rate was increased by 10% or so, the unit GDP energy consumption was reduced by 13.4%, and the water consumption per industrial value added was reduced by 24%. The idea of “green development” goes through the descriptions related to urbanization construction in Suggestions of the Central Committee of the Communist Party of China for Establishing the 13th Five-Year Plan for National Economic and Social Development. Experts in the field believe that increasing attention has been paid to environmental protection, and that the circular economy development, a significant national development strategy currently, has become the only way to new urbanization.
