According to the statistics of the Ministry of Housing and Urban-Rural Development of the People’s Republic of China, China's building energy consumption is 33% of overall social energy consumption. It is extremely urgent for buildings to save energy. Currently, the national layout of central enterprises “national team” in the energy conservation and environmental protection field is taking shape. However, as a “sunrise industry”, China's environmental protection industry started late. SMEs which occupy a great proportion among Chinese enterprises have insufficient fund and immature technique. All these resulted in the small-scaled and decentralized state of environmental protection industry. Now, the state-owned enterprises are facing great reform change and the enterprise green development will be provided with the significance of times. The exploration of “mixed ownership” is particularly expected by various parties.
