13th Five-year Plan regards Green development and circular economy as the necessary progress for new urbanization

“During the first four years of the 12th Five Year Plan, China’s resource productivity has increased about 10 percent, the energy consumption per unit of GDP has descended 13.4 percent while the water consumption per unit of industrial added value declined 24 percent. To sum up, circular economy has played a vital role in mitigating resource constraint, protecting ecological environment, adjusting industrial structures, promoting economic growth, stabilizing employment, pushing forward the green transition development and building ecological civilization.” This was cited from the speech given by Zhao Jiarong, the president of the Chinese Association for Circular Economy, on China’s Development of Circular Economy Forum
