The government of Qingpu District signed a contract formally with the China Construction Eighth Engineering Division Co., Ltd and the Zhongjian Equation Investment Co., Ltd to promote the 24 m2 new types of urbanization construction in Chonggu town systematically and comprehensively. This is “the first order” of the new types of urbanization construction through the PPP pattern and also the only key recommended project in Shanghai, which has been included in the projects library of NDRC. It has altered the previous “patch” way to develop cities. It was not only helpful to solve the financing problems to push the urbanization effectively but also beneficial to improve the quality for urban plan, construction and operation. What’s more, it enabled citizens to share with the achievements of urbanization continuously.
